My opinion is that they just eliminated the "repeated area anti-farming code" with a more general "drop quality decrease over time...

I have a Grim Cesta (gauntlet skin) gold, inscribable, req8 (max statted). no relevant inscription or mod. I would not sell it for less than 80k,...

the observation of drops inflenced by the killing speed is fully and totally coherent with my experience too.
