Goto the Community Works forum and read the last couple pages of the elites skills list page. It isn't only about using disruptive chop.

Best way to get them just happens to be the best way to get exp. Go find some level 24 mobs that are all melee so they stick close together then...
Yep I'm lvl 20 and I go there to try to get Warriors Endurance whenever I got a skill point to burn and I still get exp.
