I have successfully recruited 70+ from the thread in the past 6 months or so, and I often get PMs from folks saying they received multiple...

You expect a ton of responses in 3 minutes? Try IRC instead if you want it that fast.

I think it is important to have some main goal or mission for your guild, and then to make sure people that are in or recruited in are on board...
