As the others have said the mod is just uncommon. People buy them so that they can die faster and or die with cons up.

I've had dragon slaying mods drop in FoW and factions. Farming minister Cho's estate HM with a Mo/N N/Mo 55 nets lots of demonslaying mods...

Its a Collector item you craft them. Destroyer weapons and tormented weapons are prestigious and thats why they are gold.

i remake pvp chars with the same name all the time Savio is right. Have you checked to see if you have deleted your necro yet?

They are at the rare material trader for like 500g. They only drop from Hidden Treasures and Eotn end dungeon chests.
