There's a really good A/E one over at gwonline.net (I'm using a build just like it and was about to post it but someone beat me to it...
He means it can be used by mesmers (well anyone) from range now, whereas before they would have been forced to get up close and personal....
Flourish is what I usually used to recharge BLS, but heck, now I don't even have to anymore.
