I had one drop too. Req 11 Energy Storage. Couldn't find anything about it on Wiki. It must be new or rare or something.

Maybe a bit more than that. A req 10 is very usable and 13^enchanted is a desirable mod. Not max...but in the reality of it all a whole 2 percent...

I've been selling these in the range of 10-15k. Of course those were 20/20s. I've heard that some get close to 25k but after gold drop...
