There is access in Europe. Cost is apparently €8.99 / slot.
The 26 slots is over and above the slots you get when you purchase the game. You can purchase 26 additional slots via the store which then get added to any existing game slots.

so one thing im wondering- although not important atm since im only gonna get one or two (enough for all classes + 1 pvp slot is good enough for me):

Back with an update: We're closed access to the store while we do a little tweaking. No ETA on the official opening, but I'd say "soon" is a pretty good estimate.
