That if you have 5 enchantments on you, you won't get a +1...3 * 5 regen, only a +1...3 * 3 regen. Hope that's clear.
pretty sure Power Leak was epicly shit in PVE anyway. Not that I'm a fan of hitting it so hard like that 
Clumsiness is probably better in PVE now due to AoE mechanic added and is weaker in PVP generally, but could be used to get 2 warrior converging for a spike. From first glances at clumsiness I think it probably rewards good use of it more and spamspamspam of it less which I don't think is a bad thing.
The Party healing buffs are um, probably a bit over the top, pretty sure SoR didn't need buffing at all, and LoD is going to need a lower recharge for it to see play.
The emphasis on NPCs at VoD is too much for my liking too..
But I honestly think the update isn't that bad at all. Some nice tweaks imo, actual buffs which might see skills get played without the reason being because they are retarded.
