I think they did that to kinda... lessen the blow a bit to all the whiners who love Ursan and will mourn its death (although, most of those people are probablly too stupid to realize how this is a nerf, until they realize the second damage packet isn't armor ignoring).

While I think this is a fairly good skill update over all, it still buffs way to many skills unnecessarily. Granted, all this "its going to be a monster/major/super update" hype was all the forum community's own fault, it wouldn't have hurt if A.net had stepped in and brought our expectations down to more reasonable levels by telling us what to expect.
Anyway, buffing Great Dwarf Weapon (which was already overpowered with barrage teams) was kinda stupid.
And while I agree Incindiary Arrows would become the new "spliter barrage build" in PvE, due to the changes to GvG design (HORAY!) it isn't a big deal now.
Chances are RAWR will be out next month. I'm really interested to see how the meta will shift.
Water eles in PvP might start using Mirror of Ice. While Icy Shackles is nice, the added pressure of Mirror might help a lot, especially if the damage works as AoE damage on all targets of a water hex.
Anyways, some skills look like they will be A LOT of fun in PvE. For example, Master of Magic will allow people to have 12 points in all elementalist skill lines, allowing people to use some bizzare skill combos (and would also be nice for prismatic armor users).
The update also makes daze easier to apply (quivering and golden skull).
Only thing I really don't like is the new Order of Undeath. Old functionality was fine.
Anyways, I think it is official. Due to all the new functionality of skills, (which is good, shows a.net is trying to make usless skills into something worthwhile), it is time to update the wiki quick links skill icons. Stuff like crippling slash not showing bleeding is one thing, but like, 25 skills doing something COMPLETELY different will get real confusing with the old icons. Who the heck is in charge of that/made them last time anyways?
Edit: They didn't "nerf" thunderclap, just made it different. Daze is a REALLY powerful condtion to apply, and is a new toy for the elementalist class (I'm going to enjoy trying it out). Granted, it isn't as overpowered as perminant kd in random PvP (where you don't have reliable hex removal), but it is still powerful.
