Yes, he is there (where the secret passage is supposed to be). My paragon hasn't started WiK content, so she can see him.
Edit: if you have finished WiK, have you tried dropping all wanted quests from the quest log in order to see him?

WiK seems to bork up his appearances. Like in Watchtower Coast, WiK = no Nick, No WiK = Nick. But here it's a bit different again.

And also, if you never started WiK to begin with, then it isn't a problem. Just farm on your best farmer and then use storage chest to give it to a toon that has finished/not started WiK to go get gifts from Nick
But of course he may just have a messed up spawn for unknown reasons, like he did a few weeks ago when he collected Stormy Eyes

Chars who havent started WiK can see him fine, but those that have WiK active, or finished even cant seem to get him.

I zoned in/out multiple times and don't see him on my character with any active WiK quests, but she has completed it. Bummer.

protip: when there's a mission or a quest that involves different spawns, it's like a second copy of the map, and if you have that one active, you'll get the alternate map. Of course, Nick won't be added to it

It definitely seems that only pre-WiK characters can get to him. WiK-in-progress characters get an instance of the area with the Shining Blade camp. Post-WiK characters still get a different instance of the zone, the one with the secret passage and probably the camp too (I never visited the site post-WiK so I'm not sure if the camp's still there).
Luckily my only pre-WiK character had already reached the Temple of the Ages.

Yeah. I brought a character that hasn't finished Proph and EoTN and he spawns. I'll just farm the seeds and transfer them to her and get my gifts.

This just increases my annoyance with the fact that WiK starting is non-optional, even on accounts that don't have EotN, once you finish Proph

A character on an account that is eligible for WiK but has never taken a WiK related quest : No Nicholas
A character on an account without EotN, ergo NOT eligible for WiK : No Nicholas.
All were checked individually with only H/H in the party...

I was rather hoping that he wouldn't spawn so I could call shenanigans on the screen shots posted above, the alternative would be that Anet really is this haphazardly inept. Fix it.
