Honestly, Withdraw Hexes would be fine if it would not cost 15 Energy, that's a bit too much even for a Mass-Hex-Removal as it already has the increased Cooldown for each removed hex.

Compare it to the dirt cheap Peace & Harmony: 5 Energy for up to ~10 Cons + Hexes. Make WH cheaper and i guess it won't be nominated for worst Elite again.

My favorite for the worst is Signet of Ghostly Might, 10 seconds for a single Spirit/Minion is not that great unless you are able to spam it on the same target over and over again to prevent it from poofing after 10 seconds.

Well, Skelk Scourgers have been known to piss me off with it.
But that doesn't count.

It is a truly useless elites that is missed completely.

Dunno, if you wanna do random funny build in RA or something you could REALLY piss of a critssin with it.

And, ok, the amity was theorycraft, but it still could be, not in GvG most likely since you'll get you butt wiped but still.

Withdraw hexes is indeed total crap, since convert hexes does the exact same, costs the exact same, and the cooldown will be the same for 1 hex removed, and LESS for all subsequent ones...

Second wind, I think they were really really stoned that day and went "lols, let's do something retarded today"

Yes, Equinox alone is pretty useless, but in Combination with Arcane Languor it might be funny. Problem is: not many players cast spells when under Arcane Languor.

Mana cost is only a component of how bad Withdraw Hexes is. After all, monks were perfectly willing to bottom out in their low set to use Purge Signet as recently as three months ago.

1. Recharge.
Being able to clean a hex stack off only goes so far. Hex builds rely on their melee hate to stay alive while their degen and feedback damage set in; it's up to the monks to maximize the time their physicals stay clean in order to disrupt the other team and score kills. Withdraw Hexes fails miserably at that - the recharge is almost always going to be far longer than desired, especially if there's only one hex on top that needs to be pulled. For the purposes, PnH, Divert Hexes, or even just better usage of spot cleans will be superior.

2. Lack of a healing component.
This was agreed on as common knowledge in the Seeping Wound triple hexer metagame last year. Despite speccing hex builds by running PnH, teams would counterintuitively roll over and die anyway. The reason for this was fairly simple - PnH didn't heal your team at all. Against a build with poison and bleeding spread, losing the healing component of Restore Conditions was usually fatal.

Hypothetically speaking, running a pure hex removal elite might work against a hex build with no condition spreading, but with Barbed Signet + Angorodon's Gaze in their current states, the chances of that happening are nil - and even if you'd consider it, PnH is flat out better.

3. The AoE element is worthless.
But you knew that already.

Equinox is just about the most useless elite in the game, but it's not the worst. The difference between Equinox and Withdraw Hexes is that Equinox is useless because it fills a ridiculously narrow niche function that requires jumping through a dozen hoops to even come close to working. However, despite that, at least it fulfills its function of hosing Exhaustion and combining with Arcane Languor. Withdraw Hexes just doesn't do its job at all.

When it comes to qualifying a skill as "worst", are we speaking for players or monsters? If the latter, then Stone Sheath is a good skill because it can screw over physical-heavy teams. Of course a player would never use it, since there are better alternatives (Aegis, Weakness, etc.).

But, yeah, the worst elite has to be Amity, Second Wind, or Quick Shot.

This post explains perfectly why Withdraw Hexes is indeed the worst Elite Skill in the game.

Everyone keeps putting bad skills like Amity and Second wind down, which are absolutely horrible I agree. But both skills can fill a niche role. Amity could be good in a 4v4 organized arena by utilizing hex degen to slowly kill targets and keep physicals useless. Second Wind can be used as an energy engine (although you wouldn't want to use it because there are better options. It also takes brains to use it correctly and most people would rather slam face on keyboard.

Withdraw hexes' only niche purpose would be to clear hex stacks. However if you do that, you prevent yourself from using the skill again for a very long time and by then the hex stack is already put back on and the damage is done to your team anyway. There is absolutely no role for the skill while every other skill (albeit limited and probably not the best option) at least fills a small niche role.

Not to mention that convert hexes does THE EXACT SAME THING, just better.

I would like to see a letter from Anet where they state what skills they made under a certain narcotic and what narcotic it was, because it would make sense for a lot of shit that's rolling around.

My bets:

Coke when they made SF (LET'S BEAT THIS GAME, YEAH)
Weed when they made Quick Shot/Second Wind (Hey, let's make a skill that does absolutely nothing contributing to this game)
LSD when they made Amity ("It all makes sense now! I now understand... I.E. they were making retarded theories that day)

Other suggestions?

While I agree that drugs may have played a large part in the process, I'm not sure you categorized them all appropriately.
Quick Shot, Second Wind and Amity would have to have been either heroin or PCP. "It doesn't work how we wanted... screw it I need to go score." "It doesn't work how we wanted... slobber, slobber, drool, drool [put head through TV].""

Acid would have been RoJ, "Jesus Beam! Jesus Beam!" it's all about the visuals.
SoS would have been weed. "Imma chill back here, you spirits clean shit up."

These have to be some of the worst elites in existence. (No order)

Skull Crack: If it hits, this attack interrupts the target's current action. If that foe was casting a spell, that foe is Dazed for 10 seconds. (Only when they are doing something? 9 Adrenaline? You got to be kidding me.)

Aura of Faith: For 3 seconds, target ally gains 50...90% more Health when healed and takes 5...41% less damage. (3 seconds... 3 seconds??? Put in WoH and you will heal double that in 3 seconds. 8 sec recharge. HORRIBLE)

Signet of Midnight You and target touched foe become Blinded for 15 seconds. ( a NON ELITE monk skill removes your enemies blind, then you are just stuck with blind with a waste of an elite. This is probably the worst in my book.)

Keystone Signet All of your signets except Keystone Signet are recharged. For 20 seconds, the next 0...5 times you use a signet that targets a foe, all other foes adjacent to your target take 15...51 damage and are interrupted. (One thing, who the hell uses signets?? Only a few good signets. Waste of an elite. (Tied with Sig of Midnight for worst elite ever)

Quick Shot Shoot an arrow that moves twice as fast. (Much better to use out there, why QS? Just use RTW for fast arrows even tho is a prep. Another elite is more worthy.)

Water Trident Send out a fast-moving Water Trident striking target foe for 10...58 cold damage if it hits. If it hits a moving foe, that foe is knocked down. (Elementalist aka NUKER. 58 cold damage?? Only some times KD? Why does this skill even exist?)

A-Net delete these skills please.

Yeah, I'm really not sure of the point of that skill. I just had my ranger autoattack the master of damage with a shortbow and he was doing about 21 DPS. I then switched to spamming Quick Shot and he again only did about 22 DPS. Seriously, if you are going to to the same thing just hitting spacebar and autoattacking, why even have the skill much less an ELITE skill. It's an embarrassingly bad skill.

No, these are all good elites, at least in comparison to the really bad ones. Aura of faith is a great damage reduction elite like Ether Prism, the blind from signet of midnight is very long lasting and can affect two foes with plague touch, plus it is very easy to cover blind with other conditions. Keystone Signet is purely for the gimmick smite signet Me/Mo which is a very fun build to play, and water trident used to be the elly elite of choice in both GVG and HA to spam on flag runners. Nuking isnt the only role that ellys play in this game.

water trident isnt suppose to be a damaging nuke, its obviously there to hinder movement, although it does need a buff

also keystone signet isn't useless theres been a couple of people using it in ha to spam rupts on altar causing decent aoe dmg in short notice

problem has been solved because dual languor with equinox did hold halls a couple of weeks ago

cast 2 spells and the monk is out, then you spam aneurysms for 150+ dmg, when your exhausted aneurym doesnt get ur energy to full, 40/40 aneurysms good bye monk.

Wtf? Keystone recently had the buff of it's life and you call it useless? It's an unbelievably strong AoE nuke which requires virtually no energy, and widespread interrupts. This skill is the meta in some guilds for doing certain SC's.. It's bloody powerful..

And the rest has been pointed out already..

Water Trident lost most of its value when aura of stability entered the game. Before aura of stability, WT was a very good PvP elite.
If you gimmick it up right Keystone Signet can be very strong in certain areas. Combined with mind wrack it's pretty potent. Also good for the smite gimmick thing mentioned before.
I'll agree that the high adren cost hurts skull crack alot, There are much easier ways to daze foes.
Aura of Faith isn't great and there are better options, but it's not the worst.
Signet of midnight and quick shot have both been discussed here before, I'm gonna leave those alone.

...really?

Skull Crack: It's pretty bad, but it's not even the worst Warrior Elite. Defy Pain, Trip Chop, WE now that's it's a stance, and Headbutt come to mind.

AoF: It's a perfectly viable option to run on your prot monk if you have midline condi removal.

Signet of Midnight: Niche Arena skill at best. Usually used with Plague Sending. Pretty bad skill.

Keystone: Not a terrible elite by any means, but if you're running enough signets to warrant it, you're slotting a smiter. If you bring a smiter you're probably build warsing hexes, so people will usually take Empathic (or Word of Censure if you're YMCA), and actually run a monk.

Quick Shot: Quick Shot>dR

Trident: Was very meta for quite a while until people started running HEV and Water eles fell out of the meta. In modern GW, MoI exists for retarded damage compression (or EPrism, so they aren't vulnerable to strips).

Withdraw Hexes is probably the single most useless elite in the game.

A skill has to do a lot worse than being just bad to be the "worst elite skill." Not only are most of your assessments wrong, they're also missing the historical context of builds involving those elites.

Aura of Faith is genuinely good. The reason it does not see extensive play is because it's far too risky to not bring Restore Conditions against most opponents. Nevertheless, it's occasionally used as a counter to caster spike builds. It's certainly good at its niche.

Quick Shot being regarded so poorly is reasonable in light of more recent extant ranger quick activation skills. Once upon a time though, it was a borderline viable option for spreading poison faster. (There was also the Quick Shot ranger spike back when Quick Shot had no aftercast, but that's not really relevant.)

Signet of Midnight dominated Team Arenas for months and is still extremely strong in Random Arenas. Being able to Plague Sending the self-inflicted blind off is a big deal that handles enemy blind removal.

Keystone Signet is broken with the right signets and worthless without them. That's not the sign of a bad elite, that just shows how extreme a niche it fills. After all, if every single spell caused exhaustion, everyone would bring Equinox.

Skull Crack is not very good, but it's certainly not the worst. It's a fast activation attack skill, it's a hard interrupt, and it's reasonably strong against solo monks.

Water Trident is an excellent movement control option, especially on Frozen or Dead. The only reason it doesn't see play is because Mirror of Ice and Invoke are both broken. This definitely should not be in any kind of contention for worst elite.

Second Wind is pretty bad, but I'm still getting the impression that everyone calling it the worst elite in the game doesn't know that you build up exhaustion by canceling it.

tl;dr: You can't label anything the "worst" unless it's worse than Withdraw Hexes.

@Midgetminionmaster: Meh. AoF is a REALLY REALLY good skill IMO, but it can be hard to use. I always put it on my prot heroes instead of UA. I find AoF to be an extremely good spike counter. AoF has that 3 second thing, but that is because of how strong it is! I also find Keystone to be an epic skill, especially for DoA! xD

Marty: I find this skill to be very useless. Thought not really the worst skill. I think all skills in GW are ment for something, but that we haven't figured it out yet ^^
