Changing an IGN which is the only thing people know you by, it would be so confusing, especially on the friends list. IGN is the only key to who you are, and also makes you somewhat responsible for your actions because you can be reported for lots of stupid things.
As to the game itself it tracks characters via another key then IGN, I know this because I used the same IGN for duplicate monks and when monk two left pre-sear it could not use monk ones customised armor or weapons left in storage, they both had the same IGN.

Like the friends list, and Guild members list, your new IGN would be present, along with your old name.
I also suggest a feature where if anyone mouses over your name in the game, it will say "Formerly _______", so that if you were a victim of a scam or other altercation, you would hopefully recongnize the name.
Ignore list would still work on the person, no matter what the IGN happens to be at the time.
(I also think a limit to how many times a name could be changed would be a good idea).

When Finishing the last mission, you should have the option of being "Reborn" where it allows you to change any option you would like to change about your character. No spam, just like a one time offer. Doing /charactername would be extremely stupid, Imagine CA D1 but 10x more spam.. at all towns.

Pvp character names are made up on the spot and are generally unimaginative and spammy as they get, and often they are small sentences 'I am better than u' or something like that, definately something I wouldn't want to see in the rest of the game.

A simple message in the name input screen for rpg characters stating that you'll be stuck with this name would suffice. People that don't bother to read that one lousy sentence in some way even deserve to be stuck with a crappy name, and if they complain about it, well that's your own fault, you should have read it, and known you can't change.
On the other hand, appearance, that should be done, maybe not how tall or what face you have, but changing the skin color one degree, or the hairstyle or haircolor would be a nice addition, and a good money sink.

I like the idea of changing names. When I was midway through pre-searing with my male Ele, I bumped into another male Ele. Not only did we look the same in appearance, we had a very similar name. The only difference between our names was the first letter of our first name, last name was identical. After bumping into him afew more times in different places, it freaked me out so much that I deleted my Ele and recreate it. It would have been nice to change my name rather than go through the process of creating a new character.

I like the change of apperence but not so much the name. Although I wouldn't mind if you could change your anem. I also put alot of thought into my names so I would have no reason to change mine. I also think that there should be a fee. I would say a large fee though. Maybe like 5,000 for a name change. Lees then that for a change of apperence though, maybe like 1,000 or less for that.

I also support the idea of a name change, but with a LIMITED AMOUNT of changes (not 1 or 2, maybe up to 3) like Gem said, "to prevent abuse and confusion." Also, I support the name change through an NPC, so people aren't just changing their names left and right, and it should have a small fee...maybe 1-2k, the same as the price of altering a guild cape, or to be fair and in the middle, a 1.5k fee. In that way, its easy for experienced players to obtain, and also fair for new players.

i personally dont care too much about name changing. as for myself, i always put some thought into my characters names so i dont regret it later. only time i would make up a screwed up name would be pvp characters only since its no problem at all to create.
changing appearances is a little far'fetched. i wouldnt mind the idea of dying your hair or making a Barber NPC, but changing faces, height, etc is over doing it.
