Conjure Lightning or a Shocking bow do not have an inherent armour piercing. Only the Lightning spells do that. Just as Conjure Flame/Firey Bows...

One reason Poison Arrow can be better is that it doesn't remove existing preparations, so you can be using Ignite Arrows for AoE and throw in...

As far as Conjures and weapon upgrades go, it does just change the damage type, nothing more. For example, a Shocking Sword wont inherently do 25%...
