A hero has any skill you have "unlocked" i.e you got it using balt faction. If you just made a new guy your heros will have some skills...

Champion is about the only one that really takes skill to get, not that grind titles are not worthy its just champ is the only skill based one...
i think this is 50K+ its a pretty rare skin and i dont think ive ever seen req 8 :S Get more opinions though.
