you can get it from the skill trainer in ascalon ( post searing )

the stuff you unlock in Arena is for PvP char only. If you want a superior vigor, go farm money.

Like they said, the only thing that the requirement does is, if you're attribute is lower than the requirement you will deal 2-4 damage only....

Yes it doens't matter where you put the rune, it will always work where ever you get hit.

erm... some monster tends to usualy drop one certain kind of weapon. So if you want monk rod and staff i highly suggest you to go hunt griffon...
