Question about 600/smite UW

Alright I was wondering because I see the E/A Against the charr uses either Survivor or Blessed Insignias.

For an Obby Tank? I was wondering on the Geomancer Insignia's does the +10 vs ele, and +10 vs earth Stack? If not... then wouldn't it be...

I have an ele, and I was wondering... would a ER infuser or something like that be able to tank in place of a 600? Or are there any ways of an Ele...
