The fartherst one of these monks can get is clearing the Icy Vale, Forgotten Vale and Labrynth without taking any quests except Clear the Chamber...

There are so many threads about it, it can't be that hard to find.

Wow, you must be unlucky. I've done about 20 runs to the Underworld and got about 25 ectos so far.
