Add Tolkano to the Costume Brawl outpost. For that matter, add him to the Snowball and Dragon Arena outposts as well, if he's not already there.
Just make Hard Mode in a campaign character specific?

Yeah, that would probably be helpful. Do make sure though that such an adjustment only happens in the CA outpost.
