Symon has about 3 quests. Some are given by Witness Rastin outside Ascalon, but you have to talk to Symon to do them.

When you bring up your inventory, there is a button labeled weapon sets. You can have up to four loaded. It sounds like you disabled yours.

I could be wrong, but I think I had a better chance getting necklaces out of the Grawl Shaman.

You can buy skills in Ascalon, Grendich Courthouse and I think Yak's Bend in that area of the map. But you should try and get as many skills...
