The speed boost you get from RtW is actually 4x arrow speed, not 2x like the skill description says. It's just something the devs never bother...

Pick something and stick to it. A build that is sub par in three areas isn't going to be better than a build that excels at a single purpose.
You mean dodge and storm chaser? Crippling shot and Escape are both elite ;o.
