It's a nice looking (imho) skin, gold ones are pretty rare world drop in GW:EN but the skin is available at that crafter in Central Transfer...

hehe +38(ench)/-2hexd sounds craptastic but I've seen worse dualmod r7s go for ~10-15k so this should be easy 15k+

From my experience there's no difference in greens drop rates in HM and NM. And a Sorrow's Furnace boss can drop even all 3 greens at once...
