yup. but when you use a fully charged skill, that skill goes dry again and you'll need to start striking again to recharge it. there are a few...

you can buy them, if you want to use up your skill points. personally, i'll buy only what i cant earn from a quest.

as a ranger, bring nothing but natural rituals. your mirror will be stuck casting these the entire time, while you pound away on him with your bow.

on the skills themselves, they start greyed out when you have no adrenaline. they slowly light up depending on the number of adrenaline strikes...

i know a good place to farm with a e/r. for a damage dealer, you'll typically see r/e and using conjure elements.

it really only changes to different shades of blue. you probably could've paid less for it. that percentage on the marksmanship isnt all that...
