I'm not positive, but I believe when you go to a hero skill trainer it might show you how many hero skills you have available. maybe not.......
When you buy skills you unlock them for the account, so all your heroes from any character can use those skills, and any other character you make...

They sell it for your heroes.... but your heroes can't use it... you can!! I guess make sure you have heroes. Ask the guy to teach your heroes...
