A Curses necro isn't very useful, especially as SS in a team with two mesmer (which is safe to say is the current meta). Just drop it...
Necro = mediocre (mostly single-target) damage with good energy management. Mesmer = enemy shutdown + lolaoe damage with decent energy management....
My hero uses it. If your hero is set to Avoid Combat then they won't, but otherwise they should.
