why don't they just keep the snowball ATs till the end of January since it's obviously the most active and the most fun pvp format *big sigh*

You unlock pvp skins by spending tournament reward points.

No, no and no. It's a terrible idea and would make pvp even more abused than it already is.
You can use tournament points for other things, like unlocking new pvp weapon/armor skins. It's sad how everyone just exchanges them for zed-keys.
