I believe that's the last place where you can get custom crafted weapons/focus. I haven't seen one in the desert or the shiverpeaks.

It added to how much adrenaline you can carry up to I believe. Either that or allowed you to carry your adrenaline longer before having to hit again.

I stopped using fire at around the crystal desert and switched to Earth. At the shiverpeaks I picked up Illusionary Weaponry and whacked a bit....
