Ok im lookin to buy a shield, any skin with a 17%+ bonus for death or blood that also has a -2 while enchanted. What will this cost, and can it exist?

i think it would be figured as (for example) lasts 100 seconds, so 19% of 100 is 19. so it now lasts 119 seconds. then, it would be 19% of 119...
