Diversion is "only" a delay for any skill. The point is that a minute-long delay is really very significant.

Unless you want to PVP. Then go with the health.
You can unlock any skill in the game with Balthazar faction points. Just PVP a lot to get them. Or go the */A route in PVE. That works too.
Either 1 or 2, but not 3. You can also use a bow or melee weapon that deals cold damage, if you want to.
