Make a PVP character, and talk to a Priest of Balthazar in any of the high-level arenas. They have all the skills available for unlocking.
Runes only go onto armor. Weapons have their own, non-rune items to be modified with.

If memory serves, hex removal will kill it dead unless you attempt to remove it right as it's renewing itself. Or I could be misremembering...
