It's most probably down to the routing issues some people are experiencing. There's definately something wrong somewhere when every other...
If you're not allowed to install anything then I suggest deleting the Temporary Internet Files from the system.
Dual-Core CPU by any chance? Try setting the CPUs affinity to run on a single core when running Guild Wars. EDIT: I see you've done that already.
