Meh @ the mesmer changes. 90% of monster chants in PvE aren't worth interrupting in the first place. But for PvP, bringing the Power series...

I'd advise against designing builds around elites (I prefer the other way around) but as an interrupt bot, what's wrong with Power Return?

Having played a Ranger through some level 20 zones, now, I can say that I leave most of the bow attacks untouched. They're just not attractive...
