Req doesn't matter in terms of practicality, but in terms of value/price, it's everything.

Hmm, it's not feathered, I'd say 5-10k, closer to 5k. This skin is very unpopular.

It's more like 5-10k now w/o mods...

Not quite sure myself, but 15k sounds reasonable. Finding a buyer might be tougher.
