They do, they're called runes of minor, major and superior energy storage :P.

I'd advise bringing ward against Foes over Elements, I've found it to be much more useful in PvP.

Meh, this would just make PUG's much worse than they already are, as all guild groups or groups of friends will run perfectly co-ordinated...
