The reason that "paragons suck" in PvE is not because of nerfs, but because very few actually make team based builds in PvE. PvE formation...
Have you noticed that they still have a link to the hero battle ladder? That website is clearly not a high priority.
It only took over 4 years for PvP-only accounts to be able to create a guild, ya know, for GvG. Still can't have that guild join an alliance...
