Just recently finished this up. It took a while mostly working out lighting and such...and yes I realize that it's not exactly what Elite...

The real answer is yes...you buy a sigil to change and everybody moves with you to your new Hall.
You might also want to go find the appropriate manual to whichever game you have (since you didn't bother telling us) and read through it...
