Check the path in the windows registry.... HKEY_LOCAL_MACHINE\SOFTWARE\ARENANET\GuildWars -- check the path and SRC - if these Are not correct,...

Sounds to me like your hardware Cursor acceleration is disabled/faulty... reinstall (update at the same time) the GFX Drivers, and reinstall...
