Just do one of the class changing quests and change your secondary class to something else, perhaps elementalist or mesmer.

I believe that 11-22 is indeed the highest damage available for rods. Neither rods nor foci have any upgrade items right now.

It's not static: It looks as if it goes up by 100 or 200 each skill point after 20.

There's also a monk boss in the elona's reach mission that has it.
