Actually Quaker, the +dmg is tacked on, after weapon damage is taken into account and after armor has already been factored in.

See the trash can in your (I)nventory window? Use it

it's 100% visible in chat

nor can you add certain mods to certain weapons, ie, you can't put an icy mod on a fiery dragon sword, etc.
