It's a "whoopsie" by the devs. That was probably put in there when Kormir was originally supposed to be a dude. Then they changed...

Potions and other healing consumables are on a cooldown timer. They don't want fights to be won based off of potion duty.

Same goes for a lot of swords and axes, too. Quite a bumma : (

Usually just three. Max out Sword, Axe or Hammer, then Strength, then Tacts.
