Is there anyway to determine whether an enemy will have a specific weapon before fighting him/her?

I don't know. When I first started Troll Farming shortly before the Griffon nerf I recieved a Rare and two purples a run. Now? I get around 10...

Is there anyway to tell whether a boss will have a particular Green before killing him?

In my experience they hit MUCH MUCH MUCH higher than 150 sometimes as high as 200-300. They are unforgiving to those without strong armor.
