I suppose the Zodiac doesnt have the white HSR 20%-mod? So it is missing one, right?

Since the damage mod is the important part here, it's basically worthless. Salvage the mods and merch the sword.

Depends on the inherent mods. Does it have a "Halves casting time"-mod? If not, then merch....

Merch it. Skin is not desired and with only 1 mod it's quite useless. (+ you can't add any upgrades to it)
