Nah, you can only get mods off of weapons. Sheilds and focuses (wands too) don't give any.

Only charge between the 2 minute res markers. If you kill half of them and they get ressed, it can get to be a pain.

No every condition may be on an enemy only once.

Maybe it's class specific or something, try it with a new character and you might be able to get it.
