Sure, you can use observer mode to scout other teams, but everybody will have the same advantage, so I don't see the problem.
Dye preview: Absolutely! The results are too unpredictable, and dye is too expensive for casual experimenting.
I will also add my support to this idea. It's so obvious that I'm surprised it's not in the game already.
