weapon mods don't drop by themselves. you have to salvage them from weapon drops you get.
"Random" encompasses all possibilities - that one is just really improbable. lol So was he nice enough to share, or did he keep all 4? :P
They drop anywhere swords drop. You can probably buy one for less than 1k if you hang out in Lions Arch or Droknars for a bit.
