It must be bugged with that skill then because I use items with +1 all the time and the effects do work for me (I see the values increase).

Another reason - strength is superior for farming (soloing) -> Dolyak Signet, Endure Pain, "I will survive", Sprint/Rush For normal PvE...

Both are only worth salvaging, the bow might have been worth a bit if the req wasn't that high.
