Anet nerfed the site's ability to host them anymore.

elites can only be capped from bosses using a Signet of Capture. Purchasing the core pack just makes them available for your heroes and you pvp chars.
yes they can break, they are like any other weapon.
buff it now, when you get new armor salvage the mods off it and put it on your new armor.
