Its a chest drop from the Strength of Snow quest....nothing more.....

so what if someone answers your WTS message? you won't be there to do the trade since "you have better things to do".

just make sure you zone to a different district or town after you take the reward to get the quest again.

The monk is at the only res shrine in the northlands which is right by the portal. You can't use him and you have to kill him if you want to...
