well I tried .....deleted the hat on one...moved to am dist 14 LA, no hat, lots of prezzies (and yes ccshards, no other hats/costumes on character)...and euro eng dist 6....still wearing my frezzie crown, ccshards, prezzies--no hat.

Do you have a previous (Canthan New Year, Halloween, Dragon Festival) festival hat in your inventory? ether being worn or not being worn?
I had a few in my inventory but never got the hat. I placed them all in storage for the next showing and got the Dwayna hat.

LA dist 31. Nobody received Grenth's hat. I have Dwayna's snow crystal crest from being AFK over night. I can equp it, and I've shown it to the festival hat maker, but I'm loathe to delete it for fear of it not being able to retrieve it later.

Tried to get Dwayna's hat again. LA dis 20, Kamadan dis 34. Nothing. That's 5 showings I've gone to in an attempt to get my Dwayna hat.
At this point, I think the easiest remedy would be for ANet to simply unlock for everyone the Grenth and Dwayna hats at the Festival Hat NPC. No need to re-do the event. No need to patchwork some extra collector or NPC. Just give us all the ability to make them at our Festival Hatter.

To clearly the hat system in general is broken, no one in my whole alliance got on in the last event run.
