Err you can get them in factions from the crafter, no need to pay hefty sums. As for uses, you use it to hide energy, or get consistent damage...

No wonder I keep dying to elementalist bosses dealing 300+ damage... Its the ONLY reason why ELEMENTAL bosses hit HARD. level 28 = 8 level bonuses...
Armor. Why? It has less of a volatility than other items such as weapons and minipets. Also, armor (including dye) is more important than weapons....
