Thats correct Alelo, the game knows who has a legitimate rez and won't move you to the shrine until no one in the party does, including henchmen.

Serpent Quickness improves the recharge time for all skills, that means spells, stances, attacks, shouts, sigils, etc.

Yes it will work, there was a bug a few months ago that prevented this, but it works properly now.
